It’s not referred to in internet search engines as the “Moat Speech,” though it should be. It was the Barack Obama’s bitterly derisive disquisition on comprehensive immigration reform, delivered in El Paso in August 2013. In those remarks, a video of which appears below, the president excoriates the GOP over its “phony” claims about the need for strengthening border security.
The more he spoke, the more exercised he became until he finally went full bore on the sarcasm, eliciting titters from the crowd of supporters with this bit of comedic gold:
[E]ven though we’ve answered these concerns [about border security], I suspect there are some who will try to move the goalposts on us — again. They said we needed to triple the border patrol. Now they’ll say we need to quadruple the border patrol. Or they’ll want a higher fence. Maybe they’ll need a moat. Maybe they’ll want alligators in the moat. [Emphasis added]
The alligators have not materialized, but new footage of the border by investigative filmmaker James O’Keefe reveals we’ve already got the moat. The screen capture from O’Keefe’s newly released video (which appears below) shows him crossing what looks for all the world like a moat — and a pretty shabby one at that.
This narrow strip of water is actually the mighty Rio Grande. O’Keefe has just waded across effortlessly, the water rising no higher than his thighs. “I don’t see a single federal officer anywhere: no walls, no guns, no people,” he tells the camera once achieving the American side. In fact, he adds, there’s no need to get your feet wet that there’s a steel foot bridge spanning the river a short distance upstream.
Here is O’Keefe’s video report:
