The situation at the southern border has changed little since Obama’s second term. It was in 2014 that his Department of Homeland Security dealt with the surge of unaccompanied minors by placing them in residential holding facilities. Donald Trump maintained the same practice during his four years as president, and Biden is now following suit. But somehow, it was only during Trump’s term in office that the terms cage and concentration camp were used to describe the same facilities.
