Would-Be Child Kidnapper Walks Free in Colorado

A colorado man accused of attempting to kidnap an 11-year-old boy will no longer face charges after being found “mentally incompetent to stand trial,” according to the 18th Judicial District Attorney’s Office (DA).

Solomon Galligan, 33, was charged with attempted kidnapping in April 2024 after allegedly trying to nab the child during recess at Black Forest Hills Elementary School in Aurora. The DA’s office told the Daily Caller it has not formally dismissed the charge but is required to do so by the end of the month.

Galligan, a biological male, is referred to using female pronouns — as well as “Ms. Galligan” — in court documents obtained by the Caller.

“When a defendant is found incompetent to proceed, we are legally obligated to dismiss charges,” a spokesperson for the DA told the Caller. “Our hands are tied based on the findings of competency.”

Aurora police confirmed to the outlet that Galligan is a registered sex offender with prior ties to the Pueblo County Sheriff’s Office. Galligan’s publicly visible Facebook profile shows he began hormone therapy in 2011 as part of a gender transition. The most recent photo on the account, posted in 2018, depicts him posing in a mirror wearing a wig and sporting painted nails.

Footage of the 2024 incident, obtained by Fox31 News, shows Galligan approaching a group of children playing in the schoolyard. The students scattered, allegedly running to teachers for help, as Galligan chased one boy before tripping over a blanket he was carrying, giving the boy time to escape.

In the aftermath, parents sent a 10-page letter to the school administrators demanding stronger security measures. The district launched an investigation that led to the principal’s firing and the implementation of enhanced safety protocols during recess and other outdoor events, the outlet separately reported.

“The information obtained through this investigation has led us to decide that we need to make an administrative change at Black Forest Hills,” the district said in a statement to the outlet.

Republican Aurora City Councilwoman Danielle Jurinsky said an effort to recall Democratic Arapahoe County District Attorney Amy Padden “is well underway and will begin this week.”

“Amy Padden will be recalled for her part in not upholding the laws and punishing criminals,” Jurinsky told the New York Post on Monday.
