It’s hard to say which Joe Biden is more off-putting. Is it the usual Joe, who is totally out of it and answers perfectly normal questions with sheer gibberish? Or is it the “plugged-in” Joe, who appears to be functioning normally on all cylinders until he is asked a perfectly normal question and answers with sheer gibberish?
Biden aficionados got a taste of the latter when a reporter asked him a perfectly normal question (about the movement to defund the police) and was treated with ridicule. Here’s the exchange, which is complete with captions:

The reporter appears non-plussed by Biden’s bizarre answer and stumbles over her follow-up question. He in the meantime, turns and struts off grinning, confident that he bested the reporter in this battle of wits.
Joel Abbott of the non-satirical website Not the Bee quips, “I’ve never seen a question about policy be spun into the topic of vampirism before,” adding:
I have a little bit of a reminder for Joe. While I can’t remember a single GOP leader spouting off about Dems drinking the blood of kids, I do remember a rather long list of Dems who openly called for defunding the police…
