[Ed. – Question: why are we paying for this big, expensive national intelligence apparatus when we could just wait for the Syrian people to validate who has chemical weapons, by dying in horrible ways?  A gruesome method, to be sure — but cheaper and comes with the Holy Grail of certitude: 100%.]

Intelligence officials have confirmed what has become obvious in the past week: Syria has failed to turn over all of its chemical weapons. …

This revelation debunks former Secretary of State John Kerry’s assessment in 2014 that Syria had handed over “100 percent” of its chemical stockpile at the Obama administration’s urging. At the time, PolitiFact rated his statement Mostly True, but on Thursday they published a retraction.
